安装完成后，通过opatch lsinventory检查13831007情况，发现以下问题：

解决方法：
两个rac节点下都操作：

再次检查：

Cause
$ORACLE_HOME/inventory/oneoffs/patch number/etc/config/actions or $ORACLE_HOME/inventory/oneoffs/patch number/etc/config/inventory does not exist.
OR
The above files exist but they are not of proper size.
