困扰已久的IIS伪静态的有关问题了

困扰已久的IIS伪静态的问题了
请教大牛:

1.要实现IIS伪静态是否非得要装IIS Rewrite组件？

2.能否在本地文件夹内添加一个httpd.ini的规则进行重写？？


我写的一个测试例子：

规则是：
httpd.ini

[ISAPI_Rewrite]
CacheClockRate 3600
RepeatLimit 32
RewriteEngine On
RewriteRule /(.*).html \$test.php?title=$1



无法实现重写！请指教！

1、实现 url Rewrite 要装IIS Rewrite组件
2、httpd.ini 只在正式版（付费的）中可用
简版（免费的）只能通过它的控制面板设置规则
