好吧,没试过,不过可以说了建议:
1>android一般来说都是java的,至少一般程序/服务都是通过前端的java层启动的,当然C端也可以自启动,但是不常见.假设你搞定了启动服务这块
2>apache、mysql、php的服务需要找对应cpu的版本,一般的arm版本就可以,这个还是比较多的,我的nas上就是arm的
3>然后就是跑起来,看看还有啥问题

Ubuntu Linux x86上用arm-none-linux-gnueabi或者arm-linux-musleabi或者Android NDK交叉编译就能构建Android ARM版本PHP.
KSWeb和Anmpp都是Android上的PHP打包,可以用手机搭Web服务器.
PHP开发者使用PHPDroid还能基于PHP+WebView开发Android应用.
