X applied for the license in July and received approval from the North Dakota Department of Financial Institutions.

The license will allow X to engage in the transmission of money, including operating a payment system, issuing payment instruments and engaging in other activities.

X has also made efforts to obtain licenses in other states, including California, Florida and Texas.

The company applied for a license in California in May and is still awaiting approval.

In Florida, X applied for a license in March and received conditional approval from the state's Office of Financial Regulation.

The license will allow X to operate a closed-loop prepaid payment program in the state.

In Texas, X applied for a license in April and received approval from the state's Department of Banking.

The license will allow X to engage in the transmission of money, including operating a payment system and issuing payment instruments.
