The vacant retail unit used to be The Theatre Royal from 1791 to the early 1920s. It then became the city's Woolworths store in 1922 before it was sold in 1970 when Woolies moved to a new store in the Eastgate Shopping Centre.
More recently, it has been a Poundstretcher but it has been empty since that closed.
The application seeks to create three two-bedroom flats on the first, second and third floors with access, a lobby, bin and bicycle storage, and some changes to the front of the ground floor.
The application, submitted by Quone Ltd, based in Upton St Leonards, includes a heritage report from 2012 which says the most interesting part of the site is the former auditorium, the shell of which is intact.
It adds: "Outwardly to Westgate Street, there is no indication of a former theatre use but the auditorium is visible from College Green.
"The site as a whole clearly has the character of a large retail unit and number 34 contributes to this, having been incorporated into the site by Woolworths."
And it says redevelopment could be a boon to the city centre: "There is clearly potential to enhance the site and its contribution to the surrounding town centre and also to celebrate its important architectural and cultural history."
The site is described as having four key historical phases: The Georgian Theatre (1791 to 1859); The Victorian Theatre (1859 to 1922); Woolworths (1922-1970); post-1970 retail use.
