In this case, the user has a MySQL server running on a local machine (192.168.233.142) and is experiencing difficulty establishing a remote connection from a different machine (192.168.233.163). The MySQL port is confirmed to be open on the local machine, but remote connection attempts are met with the aforementioned error.
