Whirlwind is essentially an artifact that you can randomly find in various anomalous zones, which are the zones that have a ton of one type of anomaly grouped together.

It has a high chance of spawning if you're in the zone with the gravitational anomaly, and luckily, there are two great spots for this near Zalissya. You can go through either of these locations and get the artifact inside, hoping that it'll be the one you need.
