Frozen Icebone isn't easily found, but knowing where to look simplifies the process. You can acquire it in two ways: by defeating Comaqchi (small monsters) or by foraging Bonepiles in the Iceshard Cliffs.
Conveniently, Comaqchi also reside in Iceshard Cliffs, allowing you to efficiently gather both resources simultaneously. To streamline your search, use the Iceshard Cliffs map. In the lower-left corner, click 'Filter Icons' and select the 'Gathering' category.
While you can't filter for only Bonepiles, you can set waypoints to the nearest ones, use your Seikret to reach them quickly, and repeat the process. This method works similarly for Comaqchi by selecting the 'Small Monsters' category.
Once you locate a Bonepile, press 'B' to gather materials. Each Bonepile yields one to three harvests, potentially including Frozen Icebone.
