Flame Sacs are exclusively dropped by Low Rank Guardian Rathalos, found in the Ruins of Wyveria.

If you're primarily undertaking High Rank hunts, locating a Low Rank Guardian Rathalos can be challenging. High Rank Guardian Rathalos drop Inferno Sacs, not Flame Sacs.

The most efficient method to acquire Flame Sacs is by joining other players' hunts. Access the Quest Menu (speak to Alma), select 'SOS Flare Quests', specify 'Guardian Rathalos' as your target, and set the difficulty to 'Low Rank'. Join an active quest, assist in defeating the monster, and hope for a Flame Sac drop (it's not guaranteed). You may need to repeat this process.
