Assassin’s Creed: Shadows takes a novel approach to completing quests. Instead of having your hand held by showing you where you need to go, the game takes a backseat for the most part. How To Start Tea Bowls For Rikyu Quest

However, he’s not in the same place where you met him the first time, which was Sakai. Instead, he’ll be in Yamashiro, which is located just northwest of Sakai and Osaka, across the Izumi Coast.
When you reach Yamashiro, make your way to Kyoto. It’s the biggest city in the region and hard to miss.
In Kyoto, head to the Imperial Temple, and then go west from it. Sen no Rikyu’s home will be near the northwest corner across from the temple. You’ll know you’re in the right spot when you see a blue marker nearby.

The vendors that sell these are the Ornament Vendors. They are littered throughout Japan. But, for the Tea Bowls, you’ll have to buy them from specific vendors.

Bowl 1 - Rustic Tea Bowl Collection - Yamashiro
For the first tea bowl, you’ll be staying in Kyoto. Make your way to the south of the region till you reach Honnoji Temple. Once there, continue going directly south from the temple.
The road that connects the temple to the main city will have the Ornament Vendor that sells the Rustic Tea Bowl.
Bowl 2 - Intricate Tea Bowl Collection - Izumi Settsu
The vendor holding this Tea Bowl can be found in Sakai, right next to the Port of Sakai. This should also be the first Ornament Vendor you unlock since Sakai is the first city you reach.
While searching for these Tea Bowls, it would be a good idea to nab all the viewpoints along the way. Since Japan is so massive, these fast travel points can help you go back and forth between areas when searching for the bowls.
Bowl 3 - Sophisticated Tea Bowl Collection - Omi
The third Tea Bowl is in Omi, which is northeast of Sakai and east of Yamashiro. When you’ve reached the region, head eastward to make it to Azuchi. However, the vendor with the bowl will be in the area just before the main city. They should be located north of Shingu Shrine.
Bowl 4 - Unique Tea Bowl Collection - Omi
East of Azuchi and across Lake Biwa, you’ll find a small town called Sakamoto. The vendor is the northern part of the Sake Brewery, right alongside the water.
Bowl 5 - Elegant Tea Bowl Collection - Wasaka
Locating this Tea Bowl will require you to travel all the way north to Waska. The first town you hit is Obama. When you’re inside the city walls, head northeast, and you’ll end up in Kara Market. The vendor should be in one of the houses on the right.
Bowl 6 - Simple Tea Bowl Collection - Tamba
This bowl is much easier to find than the past three. Start by navigating to Kameyama, which is the southeast part of the Tamba region and west of Yamarhiro.
Upon entering the city, head south to Kameyama Castle and keep going south from the castle. The vendor with the Tea Bowl should be in the southernmost region beside Sennenji Temple.
Bowl 7 - Classic Tea Bowl Collection
To find the last bowl, you’ll have to keep playing through the game until The Wise member of the Onryo group is available. When you assassinate him, you’ll earn the final Tea Bowl along with the rewards that come with killing The Wise.
Once you're done and have got all the Tea Bowls, go back to Sen no Rikyu to hand in the quest. You should get about 1,000 Experience Points upon completion.
