这时,填写账号密码点击按钮后,如何才能让页面进入等待状态?然后
这时候如何才能后台 admin.php 中,查看到这个前台提交的用户的表单,然后对改用户正在访问的页面发送一个信息?或改变他当前页面的代码或数据或链接等?

后台改变前台 基本上不可行性,虽然说现在有websocket这种全双工的新协议。你这种需求的话基本上用ajax就能实现。
基本逻辑就是 在点击提交按钮后,用js控制显示等待页,当服务器有返回值时,取消等待页的显示,在根据返回值用js修改当前页面上的显示。

我的一般做法是:不使用表单提交。将提交按钮通过javascript绑定点击事件,事件的处理函数会弹出一个等待框(一个DIV,有加载动画并遮盖整个页面),同时通过AJAX向PHP发送POST数据(用户名、密码)并绑定回调函数。PHP处理完之后会将处理结果返回给页面,这时AJAX所绑定的回调函数就会隐藏等待框并根据PHP返回的结果改变页面的显示(或跳转去其他页面或提示出错等)。
