在CMD下怎么运行PHP程序

在CMD下如何运行PHP程序
PATH弄好了，我现在有文件hello.php （在根目录） ，运行命令php hello.php  

显示  Could not open input file:hello.php 

网上没找到解决方案，谁会呢？难道我要移步linux 吗
