在xml中有如下代码：
page 是点击的链接，authority是权限设置
用户test、admin两个用户，test的权限只有新闻管理，admin有全部的权限。
现在是想用户登录后，通过读取user.ini文件来获得用户权限，格式如下：

listNewsPage = 000001
addNewsPage = 000001
[User]
listUserPage = 000010
addUserPage = 000010
