上传文件只能存储到对应的服务器根目录，你得F盘明显的不是你的web站点目录，导致报错，正常。

用 $_SERVER['DOCUMENT_ROOT']也不行啊。。

文件目录没有权限写。
修改下目录权限为 0775看看
chmod 0775 folder

move_uploaded_file($file['tmp_name'],'F:/'.$file['name']);
改为
move_uploaded_file($file['tmp_name'],dirname(__FILE__).'/'.$file['name']);
试试，如果可以，就是你保存的文件目录没有写权限了。

文件目录没有权限写。
修改下目录权限为 0775看看
chmod 0775 folder

相对路径和绝对路径你都试试。
