新装了windows2012后，file_get_contents，cul均无法使用！
让机房新装了服务器操作系统windows2012，发现file_get_contents无法使用，检查了PHP.ini均正确。后采用cul方法，但超时严重，基本都是10秒！！！
怀疑机房配置的时候有问题，又请机房做了系统，未做任何配置。自己远程做配置，本地也同时配。只做了最基本的IIS和PHP配置，但file_get_contents仍然是无法使用，而换用cul方法依然严重超时。但，本地的却非常正常！
机房技术表示很无奈，求解！
