如：js对文字进行编码涉及3个函数：escape,encodeURI,encodeURIComponent，相应3个解码函数：unescape,decodeURI,decodeURIComponent
base64只是比原字串增加了1/4长度
还觉得长的话，应该从缩短原字串的方向考虑，而不是转换算法
因为即使能保持原字串长度，也难保证都是url适用字符
