如果是windows，应该是IIS的用户，linux类似原理
CLI以当前用户身份运行，配合web服务器运行时通常是nobody用户，也就是权限最低的用户

apache运行时用户和用户组都是www-data,www-data，但是根目录/var/www的拥有者和用户组都是root,是不是应该改为www-data
视情况而定，除了对于程序需要写入的目录外，其余都不应该开放写权限。
一般来说所属者都应该是root，所属组成员则可以包含ftp用户等。
