使用框架可保持左边列表不受影响，且不必反复生成列表
frameset 元素可定义一个框架集,它被用来组织多个窗口（框架),每个框架存有独立的文档。
不用这个做你会发现不太好做。

直接跳转当然没有问题
不过功能列表区不宜使用可折叠的样式，不然页面刷新后恢复现场比较难弄
功能不多的话用什么都行，都好弄，功能太多还得用框架结构，简单方便
