Can css be used to create windows software pages? What about Qt's QML? _html/css_WEB-ITnose

Now I am using Qt to make a windows software. Is QML used to make pages? So why did my senior brother suggest that I use CSS? I checked, isn’t the css used for web pages? Can I also make software pages?
