Why does W3C abandon in HTML5? _html/css_WEB-ITnose

I think this thing is very good. It can be made into a header so that the header does not need to be refreshed when clicking on other pages, which saves a lot of time in downloading and parsing...etc. Why do so few people use frameset now? Are there any performance issues? I humbly ask all heroes!
