web interface design_html/css_WEB-ITnose

I am an embedded engineer and I only know HTML. I can write very simple web interfaces in HTML. One project requires using a microcontroller to create a router-like configuration interface.
Please tell me how to design this interface and whether there is a dedicated software setting. Does this interface produce html files or binary codes?

Just read and write xml.

What software is used to design that interface and generate html files? Or do you type the HTML code manually?
