HTML frame layout industry data class

This webpage is clearly laid out in div or table. I don’t understand why you use frame layout. Frames are generally used. You need to use the frame in the background or in places that cannot be found by search engines. This is not friendly to search engines. Even if you want to use it, you can just use style="width:30%" percentage,

width:100%

is not compatible with top and bottom. This layout is divided into top, middle and bottom. The text in the middle is not high enough. IE can see it, but Firefox cannot.
