How to integrate utf-8 and gbk web pages?

My main program is utf-8, and I want to integrate the gb2312 membership system into it. There will be no problem running these two files separately.

But when put together, gb2312’s membership system will have various problems. I still have many problems after transcoding gb2312 to utf-8.
