html picture fluttering HTML browser

I used dreamweaver8 to design a simple page fluttering picture. The picture will flutter when opened in Firefox and Google, but when IE is opened, the picture will not work after allowing the script to run. It's floating, why is this? Has anyone encountered the same problem?
