Responsive layout principles and cases_html/css_WEB-ITnose

I took a job that required the page width to change with the size of the monitor, which is an adaptive category.
I thought the response was the layout, but I checked a lot of information and most of them couldn’t understand it. Please give me some advice. Simple and easy to understand.

Isn’t it enough to use fluid layout? Use percentages for width, and add a minimum width to control it.
