failed (13: Permission denied) while reading upstream

I encountered a problem, that is, nginx proxy tomcat, the js file in tomcat was not fully downloaded and was disconnected.

Our nginx.conf belongs to a certain user, and tomcat is root.

Later, I commented out user XXX in nginx.conf and it can be called.
