PHP5.6 cannot execute the exec function under centos

I have removed this function in disable_functions. No error is reported, but it is not executed either.
I found a lot of information on the Internet saying that it is safe mode, but there is really no safe mode in 5.6, and I have changed the running permission of the code to 777
