Open this picture in PS, Ctrl J to copy the layer;

1. In the picture In layer 1, select "Image-Adjustment-Black and White" (or shortcut key "Ctrl Alt shift B")

Copy layer 1 to get a copy of layer 1, and execute "Image - Adjustment - Invert" in the copy of layer 1

Select "Color Dodge" in the layer style

We can see that the canvas becomes white

Don't worry, next, select "Filter - Blur - Gaussian Blur" and set the radius to 1.5
