The reported processor usage on Windows 11 appears to be unusually low during a scene in the game, which is generally considered to be very CPU intensive. Only one of the 16 threads appears to be reporting correct usage, while all other threads have utilization below 10%.
CapFrameX is aware of this issue, but not sure what causes it:

It is worth noting that CapFrameX and possibly HWiNFO are also based on the Event Tracing for Windows (ETW) tracing mechanism. Therefore, there may be some kind of bug in ETW that causes this misreading.
A quick search on Google led us to a forum on Microsoft where user "AndreasRes" reported a somewhat similar issue. In this case, we noticed that Task Manager usage was very high or at 100%, while Xbox Game Bar and MSI Dragon Center usage was much lower.
While the topic was opened last year, more users have recently joined in 2022.
Update: We contacted CapFrameX earlier about a Windows 11 build that was showing reports of low CPU usage. We received the following response confirming testing with the recent Windows 11 Beta Channel build 22621:
