Microsoft has released Windows 11 Insider Preview Build 22533 to the Dev Channel. If you play audio and repeatedly click the volume slider in Quick Settings to change the volume, you should no longer hear the crackling sound.

The Voice Input Launcher should no longer unexpectedly reappear after clicking the microphone icon to invoke Voice Input.
