The first one was discovered in the appraiserres DLL file in the latest Windows Server build 25075, which was released about a week ago. As you can see in the image below, Windows 11 23H2 appears to be some clear reference to a copper (CU) release, while the first line clearly shows that the current version in the Windows Insider Dev channel is a nickel (NI) 22H2 release.
The second reference emerged earlier today when Microsoft was streaming its Windows Insider Program (WIP) webcast, a live program in which the company showcased Some of the latest Windows 11 features. The "SV3 Refined Investments Next Step" annotation appears in the PowerPoint Live section of the shared content menu in Teams.
While it is possible that the existence of SV3 refers to something other than Sun Valley Three, the likelihood of this being the case is extremely slim. It's interesting that Microsoft mentioned SV2 recently, but quickly removed it and updated the page.
