Compared with 2023, annual sales of home appliances are expected to increase by 20%, and the recycling volume of used home appliances will also increase significantly by 30%. At the same time, it is planned to build a total of 300 centralized recycling resource dismantling centers.

In order to encourage consumers to participate in trade-in activities, the "Plan" proposes a series of subsidy policies. Certain subsidies will be given to consumers who scrap passenger cars with designated emission standards in their own names and purchase new fuel-fired passenger cars or new energy passenger cars in Zhejiang Province. At the same time, if consumers choose to scrap non-standard electric bicycles and replace them with brand new new national standard electric bicycles, they can also enjoy a 10% subsidy, but the maximum will not exceed 250 yuan.

In terms of replacing old home appliances with new ones, the "Plan" also provides a clear subsidy policy. When individual consumers purchase home appliances that achieve first-level energy efficiency and have a unified national standard 13-digit commodity code, they can enjoy an immediate subsidy of about 10% of the transaction price, but the maximum amount of a single subsidy does not exceed 1,000 yuan.
