php配置文件php.ini修改无效

修改php.ini没有效果，百度说是需要重启服务器，但是重启服务器之后仍然没有效果!（使用的iis）
例如服务器配置时间区域图片说明
但是页面读出来的结果却是图片说明

检查了php.ini的文件位置和phpinfo()打印出来的位置是相同的，文件的位置并没有问题
