如今有一张表存放标签，由于该程序支持多用户，很多人都可能拥有同一张标签，比如：待办事件。
对于这种情况，我把标签名单独提取出来，组成一张表，表里只有ID和标签名，这样每次使用标签的时候从标签名里提取名字，就不会有重名标签的出现了。这样设计合理吗？有什么隐患吗？
