在php插入数据之后调用执行python程序就行
用消息队列来处理可能会好一点吧。或者是用thrift或者restFul-API来实现吧。

为什么打印这件事不让插入数据的程序做？
新增的id都放redis组成队列，然后python取redis中的id查数据库打印
用消息中间件，并且采用推的方式，主动推送给下游python
