首先你得理解报错，能看懂报错提示

Error: connect ECONNREFUSED 127.0.0.1:443

这个错误的意思是127.0.0.1:443拒绝了你的连接

但代码中访问的是https://api.weixin.qq.com，为啥呢？

检查一下你的/etc/hosts文件，是不是把api.weixin.qq.com绑到了127.0.0.1
