HTML5 对各个标签的定义与规定：meta

一般放在head标签或head标签的noscript标签中。
为空元素（没有内容）。
除了全局属性之外，还有 name、http-equiv、content、charset
DOM接口

meta标签用来表达title, base, link, style, and script 等标签所表达不了的metadata或pragma信息。
其中name, http-equiv, 和charset属性必须且只能设置一个。
如果设置了name属性或http-equiv属性，还必须设置content属性。
charset属性用来设定文档的编码，如UTF-8。
只允许一个meta标签设置charset属性。
