PHP5.3.8 与 SQLite3 ：could not find driver解决思路

PHP5.3.8 与 SQLite3 ：could not find driver
请教，

在windows上 安装了 PHP5.3.8 和 SQLite3， 

index.php 的程序是：

try {
  /*** connect to SQLite database ***/
  $dbh = new PDO("sqlite:test.db");
  }
catch(PDOException $e)
  {
  echo $e->getMessage();
  }
?>

php.ini 属性如下：

extension=php_pdo_sqlite.dll
extension=php_sqlite.dll
extension=php_sqlite3.dll

都已经打开，没有 php_pdo.dll 这个dll,看官方文档说windows上不需要这个dll

运行的时候报错 could not find driver， 请大家赐教！
