npm bugs会搜索当前目录下package.json中bugs的参数，提交你的bug，你可以指定你的打开方式和仓库地址

npm bugs <projectName> --browser open --registry https://registry.npmjs.org/

检查你的package.json的配置

404是网络问题，使用代理或者切换国内的NPM源，具体方式自己去查。
