apache - wamp access external network

How can I set up wamp to access the external network, not the same LAN, but the entire Internet? I need to build an open server locally for WeChat development. Do I need public network access? None of the tutorials found are useful, Apache version 2.4.9

1. The place where you open wamp has a fixed ip, and others (WeChat) can access it through ip:port

2. If your computer does not have a fixed IP, you can use intranet penetration software (such as peanut shells), I have not tried it

This machine is very troublesome. Generally, it does not have a fixed IP. If you have a router, you can try it.
It is recommended to rent a virtual space. It only costs a few yuan a month.
