apache cannot access local files

Question

It doesn’t work even if I add this sentence in vhosts. I added a site and the site can be accessed normally, but the local files cannot be accessed

<VirtualHost *:80>
    DocumentRoot "C:/PHPstydy/WWW"
    ServerName localhost
</VirtualHost>
