centos7 - NGINX exception occurs

CENTOS7 NGINX

RESTART and RELOAD NGINX are now unavailable. NGINX is listening on port 80, and domain name binding is OK. But the service cannot be restarted.

The error is reported as follows:

nginx: [emerg] bind() to 0.0.0.0:80 failed

What does it mean? Has anyone encountered this problem?

Is it caused by an error in modifying the Nginx configuration? Nginx -t take a look.
