Code snippets written on vscode can only be used on vscode;
Code snippets written on sublime can only be used on sublime

Is there any tool that can be used in all editors by just writing a code snippet?

Why not? Sublime supports most languages. You can change the editor to vim, notepad++, VS, or atom. Just pay attention to the different configurations of different editors, such as tab=a few spaces. Something like that
