When saving hosts, Save As will pop up. Can't save

The file is set to read-only, C:\Windows\System32\drivers\etc, cancel the read-only attribute

Use an editor first, such as Notepad++. If it doesn't work, copy a copy to the desktop, then modify the desktop copy, and then replace the original one with the desktop copy!

It may be a problem with the system's C drive permissions. After modification, you can save it to the desktop first, and then replace the files in C:\Windows\System32\drivers\etc
