Template style cannot be replaced

Admin's config.php reset the _STATIC__ constant and replaced it in index.html and found that the style was not imported

Using absolute paths will work, but resetting constants and replacing them will not work. I don’t know where the problem lies, and the welcome interface that refers to the url path will not work either. I am a novice who is very disappointed. I don’t understand. Please help.
