I configured 2 vhosts, one is www.testcms.com which can be accessed normally, and the other www.phpbase.com cannot be accessed normally, and an error message is given You don't have permission to access / on this server.

I checked a lot of information online and tried many times

Solution: Drop an index.html file into the project folder and you can access it normally. I don't know the reason either.
