在用户关闭GPS后，手机所在位置是将基站，wifi结合起来估算的，误差波动比较大(wifi其实挺准大概几十米的误差)，如果是拒绝你获取位置，那就只有ip,不存在什么特殊的好方法，否则不是侵犯个人隐私了
