Set the two parameters HTTP Proxy server and HTTP Proxy Port in the Android SDK Manager Setting window, respectively:
HTTP Proxy server: mirrors.neusoft.edu.cn

HTTP Proxy Por: 80

Then check the Force..http://...sources to be fetched using http://.. option below, close Android SDK Manager Setting, and then restart Android SDK Manager Setting, then you can Downloaded quickly (your internet speed needs to be fast)
