Maybe your breakpoint has not been released and is still blocked. Or you add a condition to the breakpoint, and the condition is not met the second time.
I am also in the same situation. In the end, I did not use alt + F9 but directly executed it with F9. Next time I can enter the breakpoint directly without restarting.
