navicat - Mysql无法连接

navicat连接mysql每次换ip地址就提示无法连接

百度提示运行netsh winsock reset，重启电脑可以解决，但是每次都要重启太麻烦，有什么简单的方法？
为什么不用直接映射到localhost？
